Sanchaman Limboo
Chief Minister of Sikkim
(May 18, 1994 - Dec. 11, 1994)

After the resignation of Bhandari Government following defeat of No Confidence Motion in the Sikkim Legislative Assembly, Mr. Sanchaman Limboo was sworn in as the fourth Chief Minister of Sikkim on May 18, 1994. The then Governor, Admiral (retd.) R.H. Tahiliani administered the oath of office and secrecy to the newly elected Chief Minister and seven of his Cabinet colleagues. He was founder of SSP(S) and later joined Congress in September 1994. Since his Ministry was in minority and as election to the Assembly was announced S.M. Limboo remained a caretaker Chief Minister from September, 1994 to December 11, 1994.

Mr. Sanchaman Limboo was born on the 15th January, 1949, at Hee Yangthang, Gyalshing, West Sikkim to Mr. Man Singh Subba and Mrs.. Buddhi Maya Subba. He married Nirmala Subba and has one daughter and two sons.

A graduate from North Bengal University, Mr. Subba joined the service under Education Department first as a teacher then as an Assistant Education Officer. He joined politics in 1979 and fought the election as a candidate of Sikkim Janata Parishad headed by Mr. N.B. Bhandari and was elected to the 2nd Assembly and inducted into the Cabinet as Minister of Education, Health and Industry. However, he disassociated himself from the Government for an interim period of six months after 1983. In 1984 he joined the SSP founded by Mr. N.B. Bhandari and fought the ensuing electoral battle as its candidate in 1985 and returned to the Third Assembly from Yuksam constituency. He was then taken into the Cabinet as Minister for Health and Family Welfare, Social Welfare, SC/ST. In 1989 he was returned to Fourth Assembly from the same constituency and held the post of Chairman, Public Accounts Committee, Chairman, Estimates Committee and Chairman, Sikkim Time Corporation. He was defeated in 1994 and 1999 Asembly elections as a candidate of Congress-I from Yoksom, West Sikkim.

Interested in literary and cultural activities he has published three titles in Nepali namely "Bhanu Astaya Pachhi" (1966), "Mero Desh" (1978) and a collection of poems entitled "Sikkim Ko Rajnaitik Itihas", (1983). Interested in study and research on the literature and culture of hill tribes and backward classes Mr. Subba was awarded "Tamra Patra" by the President of India in 1982 for his work on the origin of Limbu language and script. He set up "Subba Prakashan" a publishing concern at Gangtok to encourage authoring of books in Limbu languages. He also held the post of General Secretary, Employees Association, West District for three years in 1976 to 1978.

He has travelled most parts of India and abroad such as England, France, Italy, Switzerland, East and West Germany, Poland and Holland attending seminars on Agriculture, Education and Co-operative movement.

His hobbies are sports and printing works. Awarded National Ratna by Giani Zail Singh, the President of India in 1982. At present he is an active AICC member of Congress-I, and is expected to once again activate himself in the politics of Sikkim in due course.
